eGPU on my 2019 MacBook Pro 15” in Bootcamp on Windows Version 1903.

Again, you must check the integrity of your hardware on a second system. If not, we are chasing ghosts.

It's mandatory that your eGPU with GTX1080 is checked on a second system, either MacOSX High Sierra or a PC.

Ah yes, the GPU works on my built PC rig which uses a Ryzen 5 2600X as the cpu. The enclosure itself also works as I have tested it on my Mac OS side with a RX 570. Both are read and working in their respective environments.

Very well.. this is the information I needed. So your Windows 10 Build 1903 is freshly installed?
If not: Reinstall.
If it still doesn't work: Try Build 1803.

This is unreal, I had a hunch from reading your diagnostic of the problem in that it was purely a hardware related issue that maybe something was indeed wrong with the combination. So I took a compressed air filter and just ran it along everything, magically when I plugged it in afterwards it began to work.

I don't think that cleaning solved the issue, but some other step related to it, like rebooting or shutting down or unplug and replug it..
