I've been talking someone who has a Razer Core X and a MSI Vega 64.  

eGPU works fine in MacOS when monitor is connected via DisplayPort, but not in Windows.
eGPU works fine in MacOS and Windows when monitor is connected via HDMI.

Does anyone have any insight?

No. My experience is: When HDMI works then DisplayPort works and vice versa. It's not dependent of the OS.

If I recall from your build guide you're running modified Radeon drivers from Bootcampdrivers.com. The 2018 Mac mini is better off running stock Radeon drivers. Bootcampdrivers.com is only beneficial for Macs with Radeon dGPU. Run DDU to remove Radeon graphics drivers then do a manual installation of the latest drivers from AMD website.

This isn't happening to me, but to someone else. Both work for me.  But it's good to know about Mac Mini being better off the stock Radeon drivers. I'll have to use the stock one instead.
