Gaming - 30 FPS when no input, 60 FPS when moving mouse/input from controller

I've been using my 2018 15" Macbook Pro with a Razer Core X for more than a year without any glitches - until now. There's a MSI RTX 2080 SUPER Gaming X Trio in the Core X and recently, there's something really really strange going on. I suspect it was a Windows  or Nvidia update because previously, i didn't have this problem, it started ~1-2 months ago.

I'm using Windows 1909 with all the updates and the latest Nvidia drivers.

So, there are some games (Resident Evil 2, Star Wars Jedi Fallen Order) which are capped at 30fps with ~40% GPU usage - when i stand still in the game. In the moment I start moving (there's input from my mouse or my Xbox controller) it goes back to 60fps and 100% GPU. If i stop again (no input), it drops back to 30fps immediately. Have anyone seen this before? I suspect it's something with energy management / power saving but haven't found anything. I can't access Nvidia control panel because I'm using internal display, don't have external monitor.

In the other hand, Nier:Automata and The Witcher 3 don't have this problem. I'm clueless, any help appreciated.
