Stop Windows 10 1903 from forcing update (End of Service)

Ok, needs some help with the experts.  I have had continued trouble with Windows forcing updates even with disabling the WindowsUpdate service.  I'm on 1903 v1 as it's the only version that works with my eGPU.  I seem to get an "End of Service" message and it forces an update to 1909 and breaks.  I have not tried recently going to 200H as some did with the 13".  Any ideas on how to stop this forced message?

Or does anyone have a Razer Core X Chroma paired with RX580 and a MacBook Pro 16 working with 200H?

Just FYI, I have to set the service to disabled a reboot from time to time to prevent this message.  Not sure what is resetting it to manual and eventually starting up the death upgrade process.  I'm not a Windows person so know idea what causes this.

@, It looks like Windows resets the Windows Update service when it uses One Drive.  It will sit at manual and eventually run.  I just reset it every time I boot.

Setting a group policy (normally a tool used by system administrators for large corporations with many PCs) is the only way that truly disabled updates for me.

I disabled updates via Group Policy, and I'm still having this issue; even after a fresh restore of 1903. Every couple of days an update is forced when I reboot, and I have to uninstall it manually.
