[HELP]Display Adaptor code 31 on any gpu

Hello all. I have an Alienware Alpha R1 with these specs:
-i5 4690k
-8 gigs ram
These are the only other upgrades I have besides my egpu setup. It is the Exp gdc beast v8.0 ngff version with an EVGA 500w psu and a EVGA 1060 6gb gpu. Here’s the problem.

Ive ran this setup flawlessly less than a year ago with no issues. It detected the card and I installed the drivers. Boom. Done. It worked until I disabled it and uninstalled it.

Now I am wanting to use it again and set it all back up. Now on my device manager it shows the card is there, BUT no matter what driver I download for it, current or older, it constantly throws the display adaptor error 31 which says windows can’t download the drivers for it. I have done nothing different to the pc in between time. Is there something simple I’m completely forgetting? Any help would be amazing. Thanks

You are not alone. (GTX 1060, asus x750jb/k750jb)
And bios do not have settings for "PCIe port L1/L2 mode in your BIOS".
