@le_santos, Have you tried to disable your Intel HD graphics?

@ mr-ribeiro, I used the DDU before installing the Nvidia driver, but I didn't disable it via the device manager, although when I use the EGPU only what appears in the device manager is just the GTX 1060 as a video adapter, not the UHD Graphics 620 which is the integrated video of the Chipset, the problem is that in the task manager it uses only 5% of the CPU, with only 0.56 Ghz with the EGPU working, without the EGPU at 1% it already reaches 1.80 Ghz!
that is, I am having low frequency problems when I use EGPU ... Excitement

@le_santos, Then do this steps, disable Intel Dynamic Platform and Framework Generic Participant, disable one by one of these i have mentioned just disable all of these that this exactly name, after you have to test again to see if the problem persists. however, come back here to say your result.

@mr-ribeiro,

I did the procedures as you asked me, except that the processor blocked at 0.40 ghz after deactivating the DPTF, I followed the article https://bradshacks.com/disable-dptf/ for deactivation, after installing the referenced registry " NoDPTF.reg "

I used the XTU I changed the Turbo Boost Power Max but it didn't solve me, what appears is the low TDP of 3W !!
and on the manufacturer's website https://ark.intel.com/content/www/br/en/ark/products/149088/intel-core-i5-8265u-processor-6m-cache-up-to-3- 90 -ghz.html
the DPT is said to be 15W to 25W, not the 3W in the XTU that presents me!

@le_santos, Do not use XTU. Download Throttlestop, and disable BD PROCHOT, disable speedstep.
