Returning to eGPUs after a long break, some questions

So, about 3-4 years back I got interested in eGPUs and bought a few parts to mess around with. I got mixed results, so I ended up shelving some parts and selling the rest as it wasn't practical. Recently though, I realized that with more effecient graphics cards like the GTX 1050ti that this idea may become usable again, which brought me here. So here's some questions as I get back into this.

1. On my PE4L v2.1b, there is a delay switch but it doesn't seem to do anything. I plug it in set to 7 seconds, the PERST LED lights up for 7 seconds and turns off, but my laptop still blackscreens and I have to resort to hotplugging it after boot. Am I doing anything wrong, or do I just have a defective model?

Other than that, everything else seems to be going well. I have an HP Elitebook 2570p and I'm slowly working through error 12/43 issues with my GTX 1050ti.

To do: Create my signature with system and expected eGPU configuration information to give context to my posts. I have no builds.
