USB Port not working on EXP GDC 8.4

I got the EXP GDC 8.4 and I tried both plugging in a USB flash drive and charging my phone just to test if the dock works. The flash drive wasn't being detected and my phone wasn't being charged through the USB port on the EXP GDC either. I don't have a graphics card to test with yet. The power supply seems to be spinning well but the green light doesn't seem to stay on. Is this a problem with my power supply or is it a bios whitelist that needs to be removed with Setup 1.35? The power supply I own is a Raidmax 300XT ATX with 300 watts of power. Thanks to anyone who is willing to reply.

If you are attaching the EXP GDC to a mPCIe or M.2 port, then it's mostly the case that the USB lines are not connected. So no phone charging. Lack of a wired USB port has no bearing in the eGPU working as the important mPCIe or M.2 PCIe lines are wired from the EXP GDC to the graphics card.  May I suggest you obtain a video card to test connectivity with your notebook?
