Is 10.13.3 required for true plug and play?

I just got a new MacBook pro 15" with 10.13.2 installed. I have a Mantiz Venus with RX 580 card connected to two external displays, one is an LG 4k connected to display port and the other is an older cinema display connected connected to DVI. I was under the impression that this setup would be pretty much plug and play bur I am not seeing the external displays in "About This Mac". In system report the Mantiz shows up connected to Thunderbolt port 1, power shows connected at 87W, Graphics/Displays just shows the internal Intel 630 and Radeon Pro 560 on the PCIe bus, no RX580. Should this be a plug and play setup and if not can someone tell me what I have wrong? Appreciate any help.

update. Everything attached to the Mantiz USB ports shows up immediately when it is plugged in and there is a chime. Is it the discrete Radeon on the MacBook causing a problem?

update: Installed 10.13.3 last night same result. Pulled cover off Mantiz and the fans on the RX580 are not spinning. Card is brand new and seems seated well. Should the fans be spinning or only if it is hot? Thanks for any help.

I would say to take the GPU out then re-seat it. Also check all PCIe power cables while you’re at it.

Success! Turned out to be 6+2 power connection, switched to another and it is working on both external displays maybe it was loose. Thanks for your help.
