Kernel panic when plugging in Sonnet eGFX / Sapphire RX580

I just got an RX580 in a Sonnet eGFX enclosure.  When I plug it in to either a 2019 13" MBP (15,2) on Catalina or a 2015 13" MBP (12,1) on Mojave with a TB2->TB3 adapter the computers experience kernel panics.  I tried using PurgeWrangler, to no effect, as well as NVRAM and SMC resets.

Any ideas for next steps?

To do: Create my signature with system and expected eGPU configuration information to give context to my posts. I have no builds.

I tried putting the RX580 into a BizonBox 2 and had the same behavior, which leads me to think the problem is with the video card rather than the enclosure.  Looking into the kernel logs, I see a bunch of chatter about a Radeon X4000 driver, which matches:
