League of legends stuttering on Vega 64

I have a 2018 MacBook Pro fully specced out (i9, 32gb ram, 4tb ssd) and a Vega 64 in a Razer Core X, and I'm using a 4k monitor as the sole display with MacBook in clamshell mode.

When I get into a game in league of legends, the fps count shows 250+ fps, but the GPU history shows that Vega 64 is only running at half power (see screenshot attached). Even at 250 fps, when I click to move the champion or when I pan with my mouse the screen stutters. But I'm fairly certain the fps count is correct because all the other movements like minions moving is super smooth. 

Does anyone know why this stuttering is happening? And also why Vega 64 is not being used at full speed?

I suspect you’ve got vertical sync turned on. Try turning it off.

How is going on with your configuration? I am planning something really similar to play LoL and I want to play at 144fps with graphic settings maxed out and no drop.
