Adobe Premiere Pro hardware acceleration export greyed out

Hi, I have a problem where I cannot use my epgu to accelerate media exporting. When I disconnect the gpu, the option for hardware acceleration appears (for the intel gpu), but after I reconnect, it does not let me use either integrated or external gpu for hardware encoding. It's just greyed out and stuck on software. I am however still able to use CUDA mercury playback acceleration, so I know that my gpu is compatible. Changing exporting presets also doesn't fix the problem. There is also nothing showing up in the system compatibility report.

I'm just posting this to ask if anyone else has a similar or same problem, or knows a fix. I have tried updating  nvidia drivers, intel drivers, reinstalling bootcamp drivers, and reinstalling windows.

Windows 10 20H2 Version 10.0.19042 Build 19042,  Macbook Pro  13" 2020 (i5, 16gb ram),  adt-link r43sg-tb3 ,  gtx 1650 , premiere pro 2019 (13.0)
