Anyone who experiences throttling in BootCamp should download Quick CPU because it allows you to set the Max, Min and desired frequencies (via Speed Shift) as well as adjusting the turbo power limits. ThrottleStop is also good but i personally fine Quick CPU to be much easier to use and doesn't require task scheduler.

Watch this video for more details:

QuickCPU locks my 16 inch Macbook Pro on its base clock (2.4ghz). It doesnt matter if I change any setting, or try to disable speedshift. It's locked for ever 🙁 (or until I reinstall bootcamp)

2017 15" MacBook Pro (RP555) [7th,4C,H] + GTX 1080 Ti @ 32Gbps-TB3 (Mantiz Venus) + macOS 10.12.6 & Win10 [build link]

Well I figured that out haha. Turns out I had the "turbo boost" checkbox unchecked, and that was blocking it to go over 2.4ghz. So now when gaming I lock it on 2.6ghz and its stable and I get a high FPS without fluctuation. I probably don't have the best settings there, but I can share if someone wants it. Highly recommend using this app Grin
