eGPU does not work without hotplugging

I have ASUS XG STATION PRO on my laptop and an external display.

When I turn on my laptop, the eGPU fans make a noiseand the monitor does not turn on. Everytime I have to wait until Windows 10 boots and I hotplug the eGPU cable which of course stops the fan noise of the eGPU, and when plugging it back in, the fan noise comes for a couple seconds and stops, then I close the lid of my notebook and finally my external display turns on.

I sent this issue to ASUS support and they only sent me Radeon GPU driver link, without asking me about my GPU which is NVIDIA RTX 2080 Super.

I have all my drivers updated and software installed such as Hot Plug Tool.

How can I fix my issue?

To do: Create my signature with system and expected eGPU configuration information to give context to my posts. I have no builds.
