eGPU Nvidia detected by Windows10 but Nvidia software not detecting/trigering issue

Hi all, this is a new one for me - in the past, the Nvidia card has either worked or not worked this is the first time I am seeing this in-between state.  My build is here.

What I am seeing is that I will turn on my eGPU, windows detects the Nvidia fine:

But Geforce experience doesn't see it, the Nvidia control panel is also not running when I right-click the desktop and GPU-Z sees the card but has no data on it:

Is this a known issue? Any fix/workaround? currently, I just plug it in and out until it triggers.  On more than one occasion I walked away, came back, and it worked without any intervention from me.

Seems to be related to the Thunderbolt controller.  If the error pops up under the TB3 controller "This device cannot start. (Code 10), STATUS_DEVICE_POWER_FAILURE" the card may be detected as functioning but wont actually work.  The only solution I have found is to plug it in and out until it works.  Essentially voodoo as not sure why it works sometimes and not other.
