External monitor not used when Windows first bootup

As the title suggested, in some cases, when the Windows is boot up or wake from sleep. The external monitor connected to the eGPU will not display anything until I have logged in to Windows. Yet, I know the eGPU is working because my Windows Hello webcam is trying to look for my face to log in and my wireless mouse with the dongle attached to the eGPU is also working. I have already set the external monitor as the primary display in the Windows setting.

Is there anything I can do?

I have the same issue with my setup (Dell XPS 15 9500 and Razer Core X Chroma). I got it working once when I was disabling BitLocker and trying different Thunderbolt boot/pre-boot/security BIOS settings, but then it stopped working again 🙁
