PCI Express Energy Settings on Windows 10

Hello,
this might have been already asked, but I could not find it in this forum, so I'll just hope is hasn't been asked yet.
There is a PCI-e setting in Windows, where it (roughly translated) says: PCI-Express -> Connection-Energy management -> Max. Energy saving (see also the screenshot).
Since TB3 uses PCI lanes, does this setting somehow affect the performance of the e-GPU?
