More and more people are choosing eGPU solutions to have decent graphics performance on their ultrabooks or Mac computers nowadays. It shouldn't be too much hard to solve this problem for Apple. I'm a long time computer user and I couldn't set it up successfully on bootcamp. So I can easily say that it's a real pain in the ass for an average user. We're still waiting for it.

Macbook Pro 2011 17", 16GB RAM, 1TB SSD (Mac OS 10.13.6 High Sierra installed), 750GB HDD (Windows 10 installed via Bootcamp), Akitio Node Pro eGPU enclosure with Sapphire Pulse Radeon RX580 8GB graphics card.

So I am not sure if this is helpful but I have a 2016 13" MacBook Pro with touchbar High Sierra and I am using a Nvidia GTX 760 GPU in a sonnet breakaway box with Bootcamp (Windows 10). I have not done anything with settings or tricks on either side (mac os or windows 10) and have gotten it to work by simply turning on the eGPU as soon as I see the windows logo when booting into windows. Although to get it to work in clamshell mode with external displays and a Thunderbolt 3 dock, I did have to change the setting "Choose what closing the lid does" to "Do nothing" on the windows 10 side in control panel. Windows boots normally with my integrated graphics and my eGPU both active in windows and I can select which programs use which GPU. I am worried that this will not work with Mojave though, has anybody had success with this method?

Why should the Mac OS version change how the Mac behaves in the Bootcamp partition? There is no VM or anything, right?

Mac Mini 2012 i7, Mac book Pro 2016 15" with TB, eGPU Galax/KFA2

No there is no VM, and the Mac OS version shouldn't change anything, but I have heard/read that with the Mojave update the firmware is also updated which does/could change how the Bootcamp partition interacts with the hardware.
