I’ve been plugging in my eGPU at boot for my 2019 13” MacBook Pro, but I’ve noticed that it adds an additional 30 seconds of boot time in Windows. Is there a way to solve this?

Are you using any boot loader? I’ve noticed this long boot up into Windows as well when there’s an eGPU connected. My guess is Windows trying to initiate/allocate resource for the eGPU during this process which causes a delay compared to normal boot.
I remember on my Mac Pro 2008 it takes 30 seconds to boot an EFI boat loader on a FAT partition than it does on an HFS+ partition. I don't think this is related but it's interesting.
