Aorus Gaming Box w/ R9 380 doesn't power on

I posted this over at Reddit and was directed here.

Looking for some help here. I'm at the limit of my current understanding of eGPUs, so any help on how to get started troubleshooting this would be greatly appreciated.

I bought an Aorus Gaming Box without a GPU or PSU. I'm providing them myself: a Sapphire R9 380 Compact and a Silverstone FX350-G.

The card is in the slot. The 24 pin power cable is in the PCB, and the 8 pin cable is in the card. But there is no life (either before or after connecting to my laptop - XPS 13 - over thunderbolt)

What's strange is that when I disconnect the 24 pin and the 8 pin (so the only power going to the GPU is through the PCI), it comes alive. Lights and all. Windows recognises it too.

I fail to believe the wattage isn't sufficient, but at the same time I can't think of what else could be the problem.

Like I say, any help is welcomed.
