Although USB 4 specifications was birthed from the Thunderbolt 3 specification, actually implementing Thunderbolt 3 support is optional. As for Thunderbolt 4, it maintains backwards compatibility (e.g. https://www.anandtech.com/show/15902/intel-thunderbolt-4-update-controllers-and-tiger-lake-in-2020) so you should be good to go.
Since Thunderbolt 4 doesn't improve on the bandwidth of Thunderbolt 3, I expect current enclosures to maintain a long usable life.
I recently bought an ASUS Zenbook14 UX425EA laptop.
The CPU model is i7-1165G7. That's right. Thunderbolt 4 is a CPU in the SoC.
