Hi, 

I currently own a 15 inch 2018 macbook pro core i9 32gb 1tb macos mojave. I would like to setup eGPU for using nvidia rtx 2070 for machine learning purposes.

Is there any setup procedures available?

Short answer: No.

Long answer:
We will have to wait till nVidia to provide driver for Mojave. That could be years.
You can’t even go back to High Sierra, since the 20 series were not out when the HS driver was last updated.
You could however, try installing Bootcamp/Windows 10 on it and run whatever you want to run.

Are drivers available for gtx 1080ti cards on mojave or no drivers available for any nvidia cards on mojave?

Not yet. The driver for 10 series is available for High Sierra.
